Dear [Mayor/City Council Members/City Manager's Office],
I am writing to formally and urgently request that the City initiate a thorough review of all funding, subsidies, contracts, and other forms of municipal support directed to Avelo Airlines and/or the operations of [Name of Local Airport], in light of credible concerns that Avelo Airlines may be engaged in the illegal operation of deportation flights.
As has been recently reported, Avelo Airlines is operating deportation flights with the use of its commercial aircraft, logistics, and flight infrastructure. These deportations may occur outside the bounds of due process, lack appropriate legal oversight, and raise serious legal, constitutional and human rights concerns.
It is essential that the City ensure no public funds are being used, directly or indirectly, to support or subsidize such activity. If municipal resources are allocated to Avelo Airlines—whether through direct subsidies, fee waivers, infrastructure support, or other forms of public benefit—and the same aircraft or operations are subsequently used for deportation purposes, the City may be in violation of its own policies and potentially applicable state statutes that prohibit the use of public funds for immigration enforcement or deportation activities.
Municipal and state laws in many jurisdictions—such as those that limit cooperation with federal immigration enforcement—explicitly prohibit the use of local taxpayer dollars to aid or abet deportations. Even indirect financial support, if it enables operations that result in the deportation of individuals from other jurisdictions using aircraft or crews subsidized by city funds, may constitute a legal breach and expose the City to liability.
For these reasons, I urge the City to take the following steps:
Conduct an immediate and transparent audit of all financial support provided to Avelo Airlines and airport operations.
Require Avelo Airlines to fully account for how subsidized or supported resources are used, and to demonstrate affirmatively that aircraft or logistics funded by the City are not used to carry out or support deportation flights.
Publicly disclose all findings from this investigation and implement safeguards to ensure no further municipal support flows to entities involved in deportation activity.
Suspend or withdraw all current and future funding or in-kind support if Avelo cannot clearly and convincingly demonstrate compliance with city and state prohibitions against aiding immigration enforcement or deportations.
